Mr. Stephens has over 40 years of transportation and highway construction experience\, with both the Oklahoma and Texas DOT agencies. After retiring from the Texas DOT in 2021\, he joined H. W. Lochner\, in Construction Engineering and Inspection Management (CEI). Since 2021 he has overseen $644 million in CEI projects. The luncheon meeting starts at 11:30am on Thursday\, September 4\, 2025\, at the Elkins Lake Club House\, 632 Cherry Hills Drive\, Huntsville\, Texas.
